He has acquired extensive experience in share and asset acquisitions (for listed and non-listed vendors and purchasers) and has acted for Singapore and PRC companies seeking to list on the Singapore Exchange Securities Trading Limited (including reverse takeovers). He has also represented listed companies in M&A and JV transactions and fund raising, and advised them on corporate governance and SGX-ST compliance. In addition, he was the Singapore counsel for a Singapore-incorporated company (with operating business in the PRC) that sought to list on the Main Market of Bursa Malaysia Securities Berhad. Additionally, Andrew serves as an independent director of three companies listed on the SGX-ST.
With his bi-cultural background, he has frequently been called upon to advise PRC companies on their investments in Singapore as well as Mandarin-speaking Singaporean clients on their legal matters. He is especially aware of the needs of the Mandarin-speaking business community in Singapore. He also regularly advises a Singapore government agency (jointly established by the Singapore Ministry of Trade and Industry and the Ministry of Foreign Affairs) on cooperation/technical assistance agreements with foreign government agencies pertaining to Singapore’s sharing of public sector expertise.
Andrew has been awarded the Public Service Medal (Pingat Bakti Masyarakat or PBM) by the President of Singapore in the 2012 Singapore National Day Honors List, and has published an article “The Need For A Second Chamber” in the 1992 volume of the Singapore Law Review. Amongst other appointments, he is a member of the Telok Blangah Citizens’ Consultative Committee.
